Each, agency, public or private, having responsibility or jurisdiction over facilities which lie on or adjacent to public highways shall establish and forward to the director for approval operational procedures governing the specific duties of that agency's personnel in controlling or clearing away hazardous debris which occurs upon the public highways within that agency's jurisdiction or for which that agency is responsible.
