Section 19-128-2 - Definitions

As used in this chapter, unless the context clearly indicates otherwise:

"County agency" means the county department or agency charged with the responsibility for the design, placement, installation, and maintenance of traffic control devices within a county.

"Director" means the director of transportation or his authorized representative.

"Highways division" means the highways division of the department of transportation of the State of Hawaii.

"Non-conformance" as referred to traffic control devices means not in accord with the general guides and requirements established by the manual and standards referred to in this chapter.

"Offset" means the number of seconds or percent of the time cycle that the green indication appears at a given traffic control signal after a certain instant used as a time reference base.

"Phase diagram" means a drawing showing each separate phase within a traffic signal cycle,

"Street" or "highway" means the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.

"System of devices" means the aggregate of all traffic control devices which are adjusted or related to each other so as to control the flow of all traffic at a location or locations and intended or synchronized to function as a unit.

"Traffic control devices" means all traffic signs, pavement markings, and traffic signal lights officially erected or installed, to guide, direct, warn, and otherwise control vehicular and pedestrian movement on public streets and highways.

"Traffic signal cycle" means the time period required for one complete sequence of signal indications.

"Traffic signal cycle split" means a part of the time cycle allocated to any traffic movement or to any combination of traffic movements receiving the right-of-way simultaneously during one or more intervals.
