The surfaces of shoulders should be maintained in a smooth and safe condition so as to permit the shoulders to be used for emergency stops and parking. Shoulders should be stable enough to support normal traffic. Shoulders with drops or buildups of three inches or more should be restored to pavement grade level. Brush and grass on shoulders should be cut before they reach a height of one foot.
