(a) The purpose of this chapter is to promote the safety of persons and the protection of property, the furtherance of safe travel along the Hana Highway and the general welfare of the residents of Hana. This chapter is precautionary and preventive in nature. The intent is to extend the useful life of the structures and to provide safeguards against the danger of structural failures on the Hana Highway between Kailua Village and Hana. The failure of any of the structures would sever the vital land link between Hana and the rest of Maui for the transport of food, gasoline and other necessary goods, causing irreparable damage to the residents of Hana.

(b) As used in this chapter, unless the context clearly indicates otherwise, "department" means the department of transportation of the State of Hawaii.
