(a) Unless otherwise directed by the eviction board, one counsel for each party represented shall be permitted to conduct direct and cross examination of a witness, state and argue an objection or motion, and make opening or closing argument.

(b) A tenant may appear on the tenant's own behalf or with another person as the tenant may authorize.
