The purpose of this rule is to implement chapter 111, HRS. These rules are not applicable in instances where state agencies use federal funds (total or partial) to implement a project which causes displacement of individuals, families, businesses, farms or non-profit organizations; applicable provisions of the Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970 (URA), as amended, shall apply to when federal funds are involved.
