A contested case shall commence by the filing of a petition for a permitted relief with the board. Unless otherwise provided by rule of the authority or by law, the petition shall be filed within thirty days of the action or decision of the authority for which contested case hearing is sought. Upon the filing of a petition, the authority shall docket the petition and assign a docket number to the petition.
