The rules under this chapter shall apply to all practices and procedures of the authority, provided that where these rules are inconsistent with the authority's rules under another chapter, these rules shall be superseded by the specific rule of practice and procedure of the other chapter. The board shall refer to Robert's Rules of Order for guidance on procedural matters not addressed in the authority's rules or in law.
