Chapter 803.3 - NON-RECURRING SHORT-TERM (NRST) BENEFITS FOR WILDFIRE DISASTER SURVIVORS

Section 17-803.3-3 - General requirements

(a) A family unit may be eligible to receive NRST benefits if the following requirements are met:

(1) The family unit experienced property loss or damage, or reduction in earnings or employment loss as the direct result of the emergency;

(2) There is a dependent child in the family unit, or a pregnant woman without a dependent child who is in the third trimester of pregnancy;

(3) The family members are residents of the state; and

(4) The family unit's gross income does not exceed three hundred fifty per cent of the 2023 Hawaii Federal Poverty Level, established in Exhibit I, entitled "Non-Recurring Short-Term (NRST) Benefits for Wildfire Disaster Survivors - Income Limits for Eligibility", attached at the end of this chapter.

(b) The NRST benefits shall not duplicate any emergency and disaster relief assistance the family unit received from FEMA, the American Red Cross, or other disaster assistance organization.
