The purposes of this chapter are to:
(1) Establish the requirements for participation in the First-to-Work program, and the sanctions for failure or refusal to participate in the program; and
(2) Assure that eligible needy families with children ultimately obtain paid employment that will avoid long-term welfare dependency. To accomplish this purpose, the FTW program is intended to:
(A) Require and enable recipients of Aid to
Families with Dependent Children program to fulfill their responsibilities to
support their children by preparing for, accepting, and retaining
employment;
(B) Provide individuals
with the opportunity to acquire the education and skills necessary to obtain
employment;
(C) Provide necessary
support services, so that AFDC recipients can participate in the FTW program
and accept employment; and
(D)
Coordinate services at all levels of government and with private non-profit and
for-profit employers in the community to make a wide range of services
available, especially for persons at risk of long-term welfare dependency, and
to maximize the use of existing resources.
