(a) All unemployment insurance benefits shall be counted as unearned income. Unemployment insurance benefits may be available to any individual who has worked in covered employment.
(b) For the financial assistance programs, the amount withheld from unemployment insurance benefit payments to recover overpayments or to pay child support obligations shall not be considered countable income.
