(a) Households whose members are residents of a public institution which applies for SSI under the SSA's Prerelease Program for the Institutionalized shall be allowed to apply for food stamp benefits jointly with their application for SSI prior to their release from the institution.

(b) The local SSA office shall be responsible to determine whether the applicant who is applying for both SSI and food stamp benefits is a resident of an authorized public institution. If the applicant is no longer a resident of the institution and the application appears to be questionable, the branch shall confirm with the local SSA office whether the applicant had filed its joint application while a resident of an authorized public institution.
