The department shall notify all applicants and recipients of the department's domestic violence policy. The notification shall be both in writing and verbal, and shall include the following:
(1) A definition of domestic violence, including examples of acts and circumstances which may constitute domestic violence;
(2) An explanation of how to claim domestic violence victim status; and
(3) An explanation of how to appeal a denial of domestic violence victim status.
