(a) An owner who receives a construction grant from the authority for constructing or renovating a dwelling unit shall not hold the authority liable for any civil damages resulting from the authority's acts or omissions relating to the grant.
(b) The owner shall defend, indemnify, and execute a waiver of liability holding the authority harmless from all claims made by third parties against the authority resulting from constructing or renovating the dwelling unit.
