(a) The vending facilities program shall be administered by the Services for the blind branch of the vocational rehabilitation and Services for the blind division, of the State department of human Services, as the SLA designated by the Secretary.
(b) The program shall be administered in accordance with the Act, Federal regulations, applicable State Statutes and this chapter.
