(a) An individual shall be allowed to change enrollment from one participating health plan to another participating health plan within the service areas in which the individual resides that is open to receiving new members during the annual plan change period.
(b) The annual plan change period shall occur each calendar year at a time designated by the department.
(c) An individual who does not request to change health plan enrollment during annual plan change shall remain in their current health plan.
