(a) Each institution shall show evidence of having adequate resources to finance the operating costs of administration, maintenance, and personnel, and to conduct a program that protects and promotes the safety, health, and well-being of children in accordance with the provisions of this chapter.
(b) Accounts shall be kept by the institution in a form conducive to sound and efficient fiscal management and audit.
(c) Accounts shall be audited once a year by a person or organization licensed by the State to provide, auditing services.
