(a) The purpose or function of an institution shall be clearly defined in a written statement of services giving the number, sex, ages, and eligibility criteria of children to be accepted for care, the services to be provided, and the geographic area to be served.
(b) Proposed major changes in the organization, function, or program of the institution shall be provided in writing and discussed with and approved by the department at least sixty calendar days before the change is implemented.
