(a) Prior to the child's placement into the home, the income of the resource family home shall be sufficient to maintain an adequate standard of living for the family before the addition of a foster child.

(b) No business or activity shall be conducted on the premises which may pose a risk to the health, safety, or well-being of the children under the resource family's care.

(c) The resource family may have a joint savings account with a child upon written approval from the department or agency and shall facilitate the transfer of that account in the event the child returns home or moves to another resource family home.
