Adoption assistance shall be available for eligible children with special needs throughout the state. Adoption assistance agreements entered into between the department or other relevant agencies and prospective adoptive parent(s) who reside out of the state or who subsequently move out of the state, will continue to remain in effect in accordance with the provisions of the agreement.
