(a) Foster care maintenance payments, foster care related payments, and respite care payments shall be available for eligible children throughout the state subject to the availability of funds.
(b) Foster care maintenance payments and foster care related payments may be provided outside the state when the child and resource family meet the eligibility requirements specified in this chapter and placement is approved through the Interstate Compact on the Placement of Children.
