The purpose of this chapter is to establish the administrative provisions of the hearing process including the responsibilities of the department to the applicant, recipient, or claimant, as well as the rights and benefits of these individuals between the time the individuals express dissatisfaction with any adult and community services branch action or inaction and the time a final hearing decision is implemented.
