A pest control operator's place of business shall be located in a zone approved by the political subdivision for operation of the business and shall be a permanent place of business within the State where the pest control operator, RME, or pest control field representative may be served notice and legal process. For purposes of this section, "permanent place of business" means a physical address, not a post office box number. Each place of business shall require approval of the board.
