(a) If any matter in a document on file as an official record with the commission is offered in evidence, it may be received in evidence by reference, unless otherwise directed by the presiding officer, provided that the particular portions of the document are specifically identified and are otherwise relevant and material to the issues.

(b) If testimony in another proceeding before the commission is offered in evidence, a copy of the material and relevant portions of the transcript shall be offered as an exhibit unless the testimony was summarized, in which case a copy of the material and relevant portions of the prepared testimony shall be offered as an exhibit.

(c) Admissibility shall be subject to the rules governing oral testimony.
