The commission shall consider all statements, views, comments, and documents of record before taking final action in a rulemaking proceeding. Unless otherwise provided by law, any decision rendered pursuant to this subchapter shall not be subject to a motion for reconsideration or judicial review. Final action shall, unless otherwise indicated, be taken within forty-five days after the time for submission of written comments or recommendations has expired. The adoption, amendment, or repeal of a rule is subject to the approval of the governor and filing with the lieutenant governor.
