(a) A request for withdrawal of a registration statement may be made before or after its effectiveness by written notification; provided that no request shall be granted during the pending of a stop order proceeding under section 485-13, HRS, unless the commissioner finds that the stop order is not necessary in the public interest. Upon the granting of a request for withdrawal, no part of the registration fee shall be refunded.

(b) Notification of termination or completion of a registered offering shall be submitted to the commissioner within thirty days after the termination or completion, and shall include the results of the offering.
