The total amount of unsecured interest-bearing securities, excluding investment certificates, that may be registered or may be outstanding at any time shall not exceed five times the net worth of the issuer; provided that, if the issuer maintains reserves to pay for securities as they become due, the reserves may be included in determining the ratio.
