(a) Any person desiring to obtain an escrow depository license shall file an application in a form prescribed by the commissioner together with the required application fee.
(b) The applicant shall provide public notice and an opportunity to comment on the application, as prescribed by subchapter 3.
(c) The application shall be subject to standards of review and decisions, as prescribed by subchapter 4.
