(a) The authority, within the time permitted by chapter 91, HRS, shall either deny the petition or initiate public rulemaking procedures in accordance with this Subchapter and chapter 91, HRS.
(b) Without limiting the generality of the foregoing, the authority may deny any petition which:
(1) Fails to substantially conform with the
requirements of section 16-201-66;
(2) Discloses insufficient reasons justifying
the institution of public rulemaking procedures; or
(3) Concerns a matter not within the
jurisdiction of the authority.
