Except where a petition has been denied pursuant to section 16-201-50 and subject to section 16-201-7, any interested person may request intervention in a proceeding for declaratory relief Any person permitted to intervene in a proceeding for declaratory relief may file and serve upon petitioner, a memorandum of law which shall state concisely and fully the intervenor's position or contentions and reasons, including legal authorities.
