(a) No employment agency shall charge or collect any registration fee or advance payment for providing employment information, procuring employment for applicants, or procuring employees for placement with employers, or any fee which is greater than the applicable fee listed in its schedule of placement fees unless of benefit to and agreed upon, by full signature, in writing by the applicant.

(b) No employment agency shall charge or collect from an applicant a fee for placement within the employment agency.

(c) No employment agency shall charge or collect from an applicant any fee when placement is made with an employer, an agent, spouse, or person who has a financial interest in the employment agency.

(d) No employment agency shall charge or collect from an applicant any fee or portion of a fee in an "Employer Paid Fee" placement.
