Any person whose application for a license, permit, or certificate or whose application for examination and issuance of a license or for reinstatement of an expired license has been denied by the board shall be entitled to a hearing after notice, provided that a demand for hearing relief pursuant to chapter 16-201, the rules of practice and procedure of the department of commerce and consumer affairs, is filed with the board within sixty days of the date of mailing of the letter informing the applicant of the denial of the application.
