No domestic stock insurer, or any director, officer, or employee of the insurer subject to section 16-1-1, or any other person, shall solicit, or permit the use of the person's name to solicit, by mail or otherwise, any proxy, consent, or authorization in respect of any stock of the insurer in contravention of this chapter, including exhibits entitled "Schedule A" and "Schedule B" at the end of this chapter and which are made a part of this chapter.
