(a) It is unlawful for any person to possess with the intent to sell, or offer for sale, any 'o[BAR]pakapaka less than one pound in weight.
(b) It is unlawful for any person to take with spear or possess any speared 'o[BAR]pakapaka less than one pound in weight.
