(a) The owner or user of the pressure vessel is responsible for ensuring that all equipment meet the requirements of the jurisdiction at the point of installation including licensing, registration, and certification of those performing installations.

(b) Owners or users shall ensure operating permit renewal inspections are completed prior to the permit expiration date. It is the responsibility of the owner or user to schedule pressure vessel permit renewal inspections.

(c) Operation of pressure vessels with expired operating permits is not allowed and may be subject to penalties as described in this part. Requests for the extension of operating permits may be considered for valid reasons by submitting a written request to the chief boiler inspector. The unavailability of special inspectors to conduct inspections is not a valid reason for requesting permit extensions; inspectors employed by the department may perform the inspections in the absence of special inspectors.
