(a) This subchapter governs the procedures for the review of the amount to be refunded to a nonmember employee by an exclusive representative pursuant to section 89-4, HRS.
(b) The provisions of subchapter 2 shall govern review of dues refund proceedings, except as otherwise modified in this subchapter.
