(a) This subchapter governs procedure relating to elections of an exclusive bargaining representative in public employment pursuant to sections 89-6 and 89-7, HRS.
(b) The provisions of subchapter 2 shall govern elections of bargaining representatives in public employment, except as otherwise modified in this subchapter.
