Upon receiving notice of a labor dispute regarding the failure to reach an initial collective bargaining agreement involving a newly organized or certified representative, or upon receiving information that any other labor dispute within the board's jurisdiction exits, the board shall determine whether the possibility of settlement and termination of the dispute may be increased by conciliation.
