After the investigation, if it appears to the board or hearings officer that a hearing is warranted, the board or hearings officer shall issue notice of hearing upon the parties, electronically or via first class mail, at least fifteen days before the hearing and shall set the time and place of such hearing. The board or hearings officer may notice and hold a prehearing conference.
