(a) The employer shall notify the director and the injured employee when the employer receives information indicating the injured employee may be medically stable. The employer shall identify all such correspondence with capital letters "MEDICAL STABILIZATION", shall explain the reasons for arriving at the conclusion, and attach all relevant documentation.
(b) The director, in the absence of reports from the employer, may declare medical stabilization after a review of the documents in file.
