Except for applications for a new covered source or significant modification subject to the requirements of subchapter 7, during the transition period, the director shall approve, conditionally approve, or deny, annually, at least one-third of all complete covered source permit applications submitted within one year from the effective date of this chapter. The director, in writing, shall approve, conditionally approve, or deny an application for a new covered source or significant modification subject to the requirements of subchapter 7 within twelve months after receipt of a complete application. The director may prioritize the action on the applications submitted. At a minimum, the director shall provide for reasonable procedures and resources to assign priority to applications for any new construction or significant modification of a covered source.
