(a) Applicability. The purpose of this section is to provide a procedure by which new innovative technologies in the treatment and disposal of solid wastes will be considered for permitting.

(b) Permit requirements. An engineering report providing an extensive justification will be required before any new technology is approved by the director for use. The justification shall include:

(1) Experiences where the technology was used and found to be successful.

(2) A brief description of the operating process to be used, equipment necessary, and any technical training required by the personnel.

(3) Design methods to control litter, insects, odors, and vectors. Develop a fire plan to prevent and minimize fire hazards.

(c) Reporting requirements. At a minimum, an annual report for the twelve-month period ending June 30 shall be prepared and submitted to the director, not later than thirty days after June 30 of each year. The report should summarize the data collected either by weight or volume of the incoming material.
