These rules are adopted under chapter 91, HRS and implements section 321-11(13), HRS and the following objectives:
(1) Seek to assure the adequate and healthful design, construction, installation, and operation of comfort air conditioning and ventilating systems.
(2) Provide minimum ventilation requirements.
