Within thirty days after the conclusion of the hearing, or within such longer time as may be fixed by the hearing officer, any party may submit for the consideration of the hearing officer, proposed findings of fact, conclusions of law, and a proposed order. All submissions shall be in writing, shall be served upon all parties, and shall contain adequate references to the record and authorities relied on.
