(a) The incorporation by reference of 40 C.F.R. section 261.196 is amended as follows: in the first note to 40 C.F.R. section 261.196, replace "RCRA section 7003(a)" with "section 342J-8, HRS".
(b) The incorporation by reference of 40 C.F.R. section 261.197 is amended as follows: delete "271,".
