The agency or an authorized representative designated by the agency shall have the right to inspect any facility, site, location, book, document, paper, filed, or other record of the holder of the certificate of need that is related to any project authorized by the certificate of need, in order to monitor and evaluate the holder's compliance with the certificate of need's terms of issuance.
