(a) No person shall ride on any vehicle or any portion of a vehicle not designed or intended for the use of passengers. This provision shall not apply to employees engaged in the necessary discharge of a duty or to persons riding in truck bodies and within trailers in a space intended for merchandise.
(b) No person shall board or alight from any vehicle while such vehicle is in motion.
