(a) Upon report to the department that a person has been bitten by an animal under circumstances such that the possibility of transmission of rabies cannot be excluded, the director may order seizure of the animal in order that it may be held for observation and be sacrificed for the purpose of examining its brain for evidence of the presence of rabies virus.
