(a) The department shall levy a charge when a change in service status requires administrative action or a special meter reading by department personnel.
(b) When a change in account status requires a special water meter reading by the department a fee equal to one hour of labor and costs shall be charged to the consumer. When a change in account status does not require a special water meter reading by the department the standard change of owner fee shall be charged to the consumer.
