Rule 98-1-.01 - Children's Trust Fund

(1) Purpose of Program. The purpose of the fund is to support the establishment of community-based educational and service programs designed to reduce the occurrence of child abuse and neglect, to support research programs related to the prevention of child abuse and neglect and to develop and strengthen community child abuse and neglect prevention networks.
(2) Terms and Conditions. Applicants must complete the application provided by the Children's Trust Fund Commission and follow the guidelines stated in the application instructions. The applicant must meet all eligibility criteria and agree to adhere to the contractual requirements stated in the Request for Proposals published by the Commission.

(4) Criteria for Award. Applications are reviewed by the 15 member Commission. Applications are judged on the need for the program within the community, the extent to which the program provides prevention services, program design, clarity of program outcome objectives for participants, appropriateness of proposed activities to result in the stated outcomes, utilization of volunteers, evaluation design, organizational soundness and ability to deliver quality service, planning for program self-sufficiency, appropriateness of program costs including the amount requested from CTF, and adequacy and quality of local match.
(5) Directions and Deadlines for Applying. Request for Proposals are mailed in July to all current grantees, former grantees, unsuccessful applicants and organizations requesting applications during the previous two years. RFPs are distributed throughout the year upon request. Applications are accepted twice each year. Postmark deadlines are September 1 and March 1. Should either day fall on a weekend or a holiday, the accepted postmark is the next business day following September 1 and March 1. Only fully complete applications are accepted. Contract start dates for new grants are December 1 and June 1. Disbursements are made through a reimbursement process requiring both financial and programmatic reporting.
